Certification of biocide-free antifouling systems for eco-labels

On behalf of the Federal Environment Agency (UBA), Dr. Brill + Partner GmbH Institute for Antifouling and Biocorrosion in cooperation with Hydrotox GmbH and LimnoMar will work on a research project until August 2021 in which award criteria for 1 to 2 environmental labels (Blue Angel) for biocide-free antifouling products will be developed.
The approval of biocidal antifouling agents under the Biocidal Products Regulation revealed in some cases a clear potential environmental risk from the use of the approved antifouling products. To minimize the input of biocides into the environment, the use of biocide-free and effective antifouling systems should be promoted. However, these alternatives are not currently subject to government regulation and testing. The award of an eco-label for the product group of biocide-free antifouling systems is intended to promote user confidence with regard to independent testing of the environmental compatibility and effectiveness of these alternatives.
The project will develop criteria for the award of 1 to 2 ecolabels for biocide-free antifouling products. The definition of quantitative criteria for the proof of serviceability and the evaluation of the leaching behavior of hazardous substances and their ecotoxicity are to be mentioned as central points. A distinction should be made between alternative hull coatings (silicone coatings, polymer brushes, hard and soft coatings, and adhesive films) and other anti-fouling systems (mobile underwater films, boat lifts, or chemical/physical systems using ultrasound). The criteria should be formulated to prevent or minimize the release of substances of concern into the environment. Criteria development will be carried out in close consultation with potential signatories. The project starts with a market and literature research on available alternatives, which are then evaluated according to a standardized scheme. The award criteria are then presented and discussed with potential label holders and experts from authorities and environmental associations at a stakeholder workshop.
